What can teachers do about bullying?

I don't really have an idea or opinion, I am just wondering what teachers can do to stop bullying in their classroom or in the halls or cafeteria. The public points a finger at us and tells us to stop the bullying. It's not that easy!! Does anyone have any practical ideas and tips to stop it when we see it? I have a student in one of my classes who is constantly teased and tormented verbally. Granted, he has no hygiene and is extremely poor. He comes to school dirty and smelling very badly with unbrushed teeth, etc. On top of that, he is kind of a smart alleck towards others. Maybe this is his defense mechanism, I'm not sure. What can I do to help him? Would love to hear some great ideas and suggestions.
